Panel upgrade for an EV charger in Leander?

Sometimes, and less often than people expect. Whether a Level 2 EV charger needs a panel upgrade in a Leander home is decided by a load calculation on that particular house, not by the charger, and the answer is often a dedicated circuit on the panel the house already has. Here is how the answer gets worked out, what the City of Leander and the utility expect, and where a licensed electrician has to take over.

What does a home EV charger actually draw?

More than anything else in the house, and for hours at a time. The U.S. Department of Energy's Alternative Fuels Data Center puts Level 1 charging on an ordinary 120 volt outlet at roughly 5 miles of range per hour of charging, about 1.9 kW, so 8 hours overnight returns about 40 miles. Level 2 charging runs on 240 volts, the same supply an electric dryer uses, and adds approximately 25 miles of range per hour at a typical residential 7.2 kW. Austin Energy describes Level 2 as 3 to 7 times faster than a standard outlet.

The part that matters for the panel is the circuit. The Alternative Fuels Data Center notes that most residential Level 2 chargers operate at up to 30 amps and require a dedicated 40 amp circuit, and that Level 2 equipment is sold anywhere from 2.9 to 19.2 kW. The charger you choose sets the load the house has to carry, before anything else is considered.

Why does the code treat a charger as a continuous load?

Because a car charges for hours, not minutes. The City of Leander has adopted the 2023 National Electrical Code with local amendments, and that edition's section 625.42 states that electric vehicle charging loads are considered continuous loads, with the service and feeder sized to the charger's product rating unless the installation's overall draw is limited by controls the code permits. A residential load calculation worksheet published by a city building department follows that rule: it counts the charger at its nameplate times 1.25, adds every other load in the house, divides the total by 240 volts to get the amps the service has to supply, and compares that figure to the panel's rating.

That comparison is the whole answer. If the house's calculated demand with the charger added fits inside the existing service, the charger gets its dedicated circuit and the panel stays. If it does not, something has to give: a larger service, or a way to limit what the charger can pull.

What goes into the load calculation?

Everything that runs on the house's electricity, weighted the way the code says to weight it. The standard method, as set out in a county building department's worksheet for EV charger installers, counts general lighting at 3 VA per square foot, 1500 VA for each small appliance circuit and for the laundry circuit, the dryer at the greater of 5 kW or its nameplate, cooking equipment by the code's table, the larger of the heating or the air conditioning, a quarter of the largest motor, and then the charger itself as an added load. A house with a gas range, a gas dryer and a modest air conditioner has room that a house with an electric range, an electric dryer and a heat pump does not.

None of that is guesswork, and none of it can be done over the phone. The electrician reads the panel's rating, lists what is on it, and runs the numbers for that house. Where the answer is close, the calculation can be checked against what the house actually draws rather than the worksheet's allowances alone.

When is a new panel not needed?

Often, once the charger is told how much it may take. Section 625.42(A) of the 2023 code allows an energy management system to cap the charger, so the service only has to carry the maximum the system permits rather than the charger's full rating. Section 625.42(B) allows a charger with a restricted-access current setting to be set below its nameplate. In practice, a 200 amp service that would be over the line with a charger at full output is frequently within it with the charger limited, and the car is still full by morning.

That is a trade: a slower overnight charge against a service upgrade. For a driver whose car sits in the garage all night it is usually no trade at all, and it is worth settling before anyone recommends a bigger panel.

What do Leander and the utility expect?

A permit, and a call to the co-op if the service changes. The City of Leander states that a permit is required before starting any construction within the city limits, lists remodels involving electrical work among the jobs that need one, and adds that its list is not comprehensive and to confirm with a city building inspector before starting. Pulling the permit and scheduling the inspection belongs with the electrician doing the work, not with the homeowner.

Pedernales Electric Cooperative provides power for the City of Leander, according to the city's own directory. A larger service involves the meter and PEC's side of the connection, so a service upgrade is coordinated with the co-op and does not happen the same afternoon as the estimate. Customers on Austin Energy see the same shape: its home charger program requires a licensed electrician for any hard-wired station and a City of Austin electrical permit and inspection.

Who is allowed to do the work?

A licensed electrician, on every part of it. The Texas Department of Licensing and Regulation states that anyone who performs electrical work in the state of Texas must be licensed, and that an electrical contractor must hold or employ a master electrician. Adding a 240 volt circuit, changing a breaker or replacing a panel is work inside the panel or on service equipment, which is exactly the work nobody should open a cover for without that license.
